command ctrl-z in C Language

i tried to used

fprintf(stream,"whatever\032");
fflush(stream);

to give a command ctrl in C language..but, when i compile it, it have an error.. the error is undefined undentifier stream and undefined undentifier fflush... please help me to solve this problem..

i need to use command ctrl-z to send sms in C language
