Protecting EHD on unsecure network

Hi there!

Is there an effective way to protect a portable device (in this case hard drive) from interference by network administrators but at the same time retain the ability to share files and run programs off said drive? [edit: In a windows environment]

The admins on the network in question have a nasty, nosy habit of prying through portable drives and deleting "virus" files

The only solution I can currently think of is to have an encrypted backup of these programs and replace them every time they are deleted.
