Let's see. Which Party had a President in the White House the last 8 yrs and
had a Republican controlled Congress for 4 of those years and failed to
recognized the problem and correct that problem during the last 8 yrs?
Just because something was passed in '94 yrs doesn't mean it will still be
good and practical 10yrs or more later.
WTF didn't those all-knowing Republicans recognize it and change it?
