Reinstall is a world of difference from reformatting the hard drive
which is definitely the recommendations of tyros or a crual joke.

Never have I had to re-install even a Win9x machine though; they are have
always been recoverable.

Telling someone to "reformat the drive" is almost certainly STUPID or EVIL.

Unless you would like to go line by line through the Windows Registry, a
reinstall is the only logical fix. If the user reinstalls over top of his
current installation, he should not loose any data files. He will need to
reinstall his programs, but the data will be saved.

It should not be the FIRST or SECOND solution but it is not EVIL?!. It
depends
on the clients use of the computer. Some people don't store data or it is
data that is
easily backed up and restored. To try to fix a difficult problem with trial
and error
can be time consuming - which costs money. If the client can be fixed and
made
whole again does it matter that it was done with a reformat/reinstall (that
works out
to be cheaper for the client?) A novice that asks advice should not be told
to reformat
without first making sure that they understand what is at stake. Before
making the
suggestion the questions should be asked: "Have you tried other solutions?"
"How
important is your data?". "Do you have your data backed up?" "Do you have
the
OS disk?" "Do you have all the software disks?" Difficult Windows problems
sometimes require a tech to sit in front of the machine and poke around.
Doing it
"long distance" is hit or miss at best.

The best advice for the OP is to get a local tech to come out and look at
the machine.

I just searched a Windows 98 installation and found no lsass.exe file.
You may have Windows 2000.
In any case, first thing to do is follow the second part of Matt's
advice.

If you are running Norton software, disable or uninstall it and see if
that solves the problem.
Ditto if you are running MacAfee software.

If the problem still exists, try removing everything from the startup
folder. Find it by clicking the start button, then choosing search,
then in the search for files or folders dialogue box, type startup and
hit enter.

When it finds the folder, open it and delete everything in there.

If that the problem still exists, time to call a tech. Unless you've
done it before, I wouldn't try doing either a reinstall of windows
over the current installation or a format and rebuild by yourself.
