Hello,
Which hard drive you play on doesn't matter. Hello,
The problem is not with the hard drive or how you played it. The problem is most likely with the way the file was created. NTSC and PAL only matters if you play it on a TV screen, not computer monitor. The better quality VHS needs to be captured (or 'converted') at a NTSC resolution if it is a NTSC tape for best quality.
