Default Question on "Terms of Service"

Many websites, have, no, "terms of Service", and/or, "privacy policy",
and/or. copyright, statements/policies etc.

Some websites may not have "website accessibility policies".

Does this, not, stop, deterrence to hackers.

Are you talking about certificates the website offers?
If you are...I had to turn a lot of that off in my browser because I was
constantly getting out of date certificates.
Got sick of it. I'm sure a lot of other people are too, so maybe it deters
people from coming to your site?

If your not talking about that, please clarify.
