On WinXP you're dealing with at least 2 Start Menu folders here...
C:\Documents and Settings\All Users\Start Menu
C:\Documents and Settings\[your current user]\Start Menu
etc., ...
Also, goto Start | Settings | Taskbar and Start Menu | Start Menu tab
then click the "Customize..." button. In that dialog, in the options
window, make sure "Enable dragging and dropping is checked". If you
are using multiple user accounts, you may want to patrol this to
insure they're all set like you want them.
The top section of the Start Menu will be found at the
*\All Users\Start Menu folder, but generally not at the
*\[Current User]\Start Menu folder... I guess you could,
but that's not how it defaults.
Some softwares, like Firefox, and AntiMalwares put an icon/link
there so all users have quick access to it... Often times the
software routines will call that top area "quick launch" and
many times as well, they will place icons/shortcuts both on
the penthouse and in your Quick Launch folder... The major
notable difference is that your QL is part of your user account :
C:\Documents and Settings\[your current user]\Application Data
\Microsoft\Internet Explorer\Quick Launch
Here's what I do generally : navigate to each of those above
directories, and when you get there, right-click on the Programs
icon and send a shortcut to your desktop. Also, Navigate to
the *\All Users\Start Menu directory and send a shortcut from
the Start Menu icon to your desktop.
Then, navigate to
*\[your current user]\Application Data \Microsoft\Internet Explorer
and send a shortcut for Quick Launch to your desktop...
Name each a short title... (usually just edit off "Shortcut to")
and then goto Quick Launch and create a folder ["! Setup", because
the ! makes the folder first, and the name can be whatever...]
then cut all those shortcuts to your new "! Setup" folder which
should now be at the top when you click the QL >> icon.
Now, you should be able to quickly and easily re/configure your
Start Menu how you'd like to personalize it - from the directories
rather than dragging and dropping from only the user account which
you are currently logged into.
