Default Enable WEP in Belkin Router

I am trying to enable the WEP security feature of my Belkin 802.11g router. I have an active connection to the internet but cant seem to log in to my router to enable the security function. I tried disabling the firewall in Norton, IE firewall is also disabled. I was able to ping the router in the CMD line using 192.168.2.254 . IE gave me the message" IE cannot display the webpage" I also tried firefox browser and got the message "cannot establish connection to the server". I am using vista on a dell E521. Thanks for any help
