I read this...

and I don't see what is being said in any headers --yet-- and wonder if the
bug has been resolved?

its not a bug in .net. the stripping of the bcc header is done by of the
recieving mail system. this is currently a common email problem. see rfc 2821
& rcf 2822 for known issues.
