Photos to HDTV frames?

What's the state of the software art for converting
digital photos to HDTV frames and writing them to DVD?
I did a little bit of Web searching and found that
the free software for going photo-to-video is for slide
shows. I've taken daily photos of seasonal foliage changes
that I would like to convert into time-lapse movies, not
slide shows. The movies would consist of the photos with a
cross-fade between each photo. So probably there would
be two software products required: One to generate
cross-fades betwewen two images and one to write large,
high-resolution images (PNGs, in my case) to DVD as
HDTV movie frames. (See

reductions in which the cross-fading is produced
on-the-fly by Javascript.)
