802.1x with ACS and Third Party Switch

I want do use the Cisco ACS for 802.1x authentication with a Third Party
Switch (Alcatel).
With a Cisco switch everything works fine. This is also true with the
Alcatel Switch as long as I set the Radius Type in the ACS to IETF.
Put for some purpose I need VSAs (RADIUS Vendor-Specific Attributes). So
I created my on VSA Import File and imported it with the "CsUtil.exe"
command in the ACS.
Then I configured the ACS to use this new Radius Type for my Third Party
Switch.
Now the Authentication don't work anymore. In the "Failed Attempts"-Log
of the ACS I can find the following entry: "Bad request from NAS".

Any Idea what is going wrong?
