How do I move something from a "draft" to a "mail currently being written,
prelude to sending" status?

Highlight the draft.
Go up to Edit.
Move it where you want it.

If you've already created your destination folder:

Right-click | Move to folder...

Or, use the menu-bar, File | Save as...

and save it to your destination folder or desktop.

Probably can't find where s/he sent the "draft"
to "operational". And, that is the same address
characteristics of the one(s) who can't open
