TV Tuner + TVOut

hi,

i'm looking for a USB TV Tuner to go with my laptop, which will be used
solely for recording and replaying tv programmes.

one feature i'm particularly interested in is TVOut, so that whatever's
captured into the laptop will be replayed back on to a TV.

does this do the trick?
