as the subject says, is it possible to list the sub-domains 'hanging off' a
particular domain? that is of course if 123 of .abc.com is registered as a
domain and not just a VirtualHost.

No, there is no standard DNS protocol query function to return such
information, sort of doing an AXFR (zone transfer) to grab the
information for the entire domain.
