One of the original NEC multisync monitors would certainly do it.
Date of manufacture would be circa 1988-90. Other monitors from the
same era would probably be okay too.
Look for 'EGA' or 'CGA' support in their specifications.
Support for 15khz modes was dropped at around the NEC '3D' model IIRC.
....a google turns up several monitors that seem to be in current
production which claim to be able to do 15khz modes (though
they're evidently aimed at specialised markets).
