There is a great article about such at the links below. In general users
will be able to remember pass phrases much easier than complex passwords. Therefore you can enforce longer passwords such as 20 characters and still enable complexity. Such a password could be " I forget my stupid password ". Now you have an easy to remember password that is 27 characters long and meets complexity requirements. With current technology [unless you run NSA] you most likely would no be able to crack such a password in your lifetime.
