Assemblies not loaded after IIS restart

I have some assemblies with classes, with no direct reference from the other code. And when the IIS is restarted the assemblies is not loaded into the Application domain. But if i make a change in the bin folder, they are beeing loaded.

How can i force these assemblies to be loaded?
