I did try a manual download of just one of the updates and got the following
error message 2147023838.

I also realised after writing to you that all the problems related to office
2003

So maybe the problem is an Office corruption!!

I cam across this and will give it a go next time I visit my friend

went to the discussions in Outlook General Questions and read about the same
problem someone else was having since my copy is also "oem". One of the
fixes was to got to Start/Run and type in Regsvr32.exe
%Windir%\System32\Ole32.dll. That did the trick, Outlook is now running
normally again, don't know how long it will last but I kept the fix incase
it happens again.

There was a solution and it was so easy!!

All I had to do was set the Office Source Engine to Manual and click on
start (it had somehow become disabled)

(strart>run>services.msc> scroll throught the list it is listed as and set
to manual)

That was it ... with you earlier advise the updates quickly downloaded and
now they also install
