'Access denied' to sone Vista folders

Just got a new computer with Vista. Some folders have a little arrow in the
corner and when i try and open them get the message "Data is not accessible.
Access is denied". For example: C:\Documents and Settings, C:\Users\Default
Users, C:\Users\All Users\Application data, etc.

Why are these folders not accessible? Is it possible to access the contents
and how?
