Certifications are intended to verify the experience you have, and are not a passport to a cushy job in IT. The sector is generally hard to break into. You need to concentrate on looking for an entry-level/trainee position to get yourself some valuable experience. This might be pretty badly paid to start with; you may even need to consider volunteering your services. Only then can you start to slowly climb the career ladder and earn your MCSE.
