Question about Unknown Zone in IE 6

I just installed IE 6 ver. 6.0.2800.1106IC (SSL Secured (128 bit)) on my
Win 98 machine.
When I go to some websites, the browser just keeps trying to acquire the
website, but never does.
Also, down in the lower right, it says "unknown zone". And on one site
there is also a padlock shown.
I look at my security settings and SSL 2.0, SSL 3.0 and USE TLS are all
checked.

Same response.

That's the only site that's did that since I upgraded to IE6.

What connection do you have?

That site redirects to
https://mwe.dllr.state.md.us/Default.asp?
