Can you confirm they are Vista MUI:s?

What does "update/v3-19990518" mean? 19990518 sounds like year 1999, month
May and date 18...

If you go to www.microsoft.com and enter 'v3-19990518' in
the search field, you will discover it is simply a folder
name; nothing else.
