lock pages in memory

i am trying to enable lock pages in memory.
i cannot do so because my security settings, account policies, and local
polocies are locked.
the folder for User Rights Assignment is locked as well.
i have admin privledges.
could someone please explain how i can unlock these settings, and enable
locking pages in memory?
