I think this issue was debated here a while ago - it would seem MS Support
has not released the item for download, but you need to contact Support and
state your problem and they will ship it to you. (Probably by sending you a
Link with an ID Key)

This is targeted for XP, but you can iron out any wrinkles with the contact
