MSIexec not working

I'm having a problem with the MSI installer package. I have tried numerous
fixes to no avail. Anything that accesses the installer fails with error
1719. It happens when trying to install or uninstall. I had the updated
version of the package installed on 5-2-05 through auto updates. I have
uninstalled it and reinstalled it and still get he same error. If anyone can
help it would be greatly appreciated.
