IE Working Offline Issue

Running XP Pro on one computer and XP Home on another.
Both computers have IE 6.0.

When clicking on File on the IE menu bar on either computer a drop down menu
appears that on occasion will display a Working Offline statement with a
check mark. That Working Offline statement comes and goes. I have fiddled
with the Synchronize... command in the Tools menu as there seems to be some
kind of link between synchronizing and working offline, however I'm unable
to pin it down.

On one occasion the Synchronize... disappeared from the Tools menu and
Synchronize All appeared, then disappeared to be replaced by Synchronize...
Haven't figured out how to get Synchronize All to return.

I have a satellite connection (Wild Blue Communications) and would like to
have the Working Offline statement, with or without check mark always appear
when clicking on File on the menu bar. Any suggestions gratefully received.
