Only if the software is particularly stupid. The proper answer is
"No", but there's always a chance your software is very non-friendly and
will screw up the general settings.

Nope. The Device Manager sets the "default", or "What do I use if
you don't have anything set and open up a COM port" settings. Your software
should set its own settings for what it wants.

Beats me.
Ah. A quick Google turns up that it's installed by some apps
(mention particularly of radio control apps, such as you are trying to use)
to allow them to access the COM ports under XP.
