HP CD Writer 8230 (External) and Jump Drives - Win 98

I've done all I could think of to get my Toshiba Lap top too see these two
pieces of hardware. The lap top asks for the right drives and I think I've
given it all the right ones but still no luck. I didn't need any special cd
to load a drive for my jump drives in my XP desktop. XP did all the work for
me. Any help out there? I'd appreciate any I can get. As you my gather I'm
a little short on PC know-how. TIA
