Sounds good to me - although it's not a perfect test, at least you know the
basic functions work.

Heh - technology is hell when it doesn't work.
Just because the mouse is working, doesn't mean the port is configured
correctly for the software. Go into device manager and see what the
resources are of the COM port. COM1 should be port 3F8, IRQ 4 and COM2
should be port 3E8, IRQ3. If they aren't, you may need to change them - that
is usually done in the BIOS with the CMOS setup program.
And of course, the software itself must be set to use the correct port as
well. Along those lines, if the software wasn't written for XP, it may be
quite difficult to get to work. Windows manages the COM ports, and often
interferes with some programs use of them.
