Mouse only works in safe mode

Just installed mob + all bits into a new case and all seems OK except
for mouse PS2 which only works in safe mode . Tried USB one but this
doesn't work either . Mouse shows up in device manager OK.
I read somewhere to check entry in system ini file but have done a
file search and cannot find it .. where is * system ini * located ?
Could someone please put me right here - before I throw caution to the
wind and do an overlay of the operating system hoping that
this works ?

Did you try removing the mouse from the device manager, then rebooting?

Apologies running Windoze ME .... yes I know !
Also tried disabling in device manager and rebooting etc. but doesn't
fix

Try removing it (not disabling it) in Device Manager.
All disabling will do is not load the driver after a reboot. Removing it
should redetect it after reboot and try to reinstall the driver again.
