Login/connectivity issues with Wireless + Domain

Configuration:
Domain Controller: Win2003 Small Business
Access Point: D-Link DWL-6000AP
Laptop: Dell Inspiron 600m w/ IntelPRO/Wireless LAN 2100 3A Mini PCI Adapter
OS: Windows XP SP1

The problem:
I am having problems getting the wireless card to work when dealing with a
Windows 2003 Active Directory Domain; the card works great outside of the
domain.

Two different symptoms are exhibited:
1) A domain user who has not previously logged on from the laptop is given
the error "The system cannot log you on now because the domain DOMAIN_NAME is
not available."
after a machine (Local) user logs on, the domain user can now log on,
presumably the laptop contacts the domain controller and requests the
appropirate information to be stored in the local cache.

2) When a user does log in against the domain (using cached info) the WiFi
card is not available.

I've tried using the IntelPROSet utility in the control panel which is being
used for the connection settings; I've also been in the Network connection
properties...both areas as a domain user and as a machine user. Both
accounts have Administrative access with the domain user having Domain Admin
privledges.

The best that I can guess is that the WiFi card is not being enabled before
the user authenticates. I have an IBM ThinkPad running IBM's Access
Connection utiliity and it has an option to use "this profile to connect
during Windows log on" I've looked for a similar setting between the
standard network connection settings and the Intel utilitities and I'm
striking out.
