"error code 69" when trying to install philips wdm tvtuner

Not yet to familiar with computers. Have been frustrated
trying to interpret "error code 69" when trying to load
driver from from cd for philips wdm tuner. Could approach
philips, but started trying to id what this message meant
and failed. Searching windows support to identify what
error code 69 means with no success
Device manager error, did not list error codes as high as
69. Any advice appreciated
