IIS in Presentation Layer

The short answer is no.

IIS is merely a service of output to the browser or
client and doesn't get usally get including as part of
the presentation layer because you're not developing it -
Depending on just how deep you want to go, you could
argue this a million different ways.

Generally speaking the "presentation layer" refers to
application architecture - the code or area of the
application that is responsible for the UI.
