Maybe the Stroboframe Vertaflip?

It won't have the rigidity of a single piece of bent angle iron.
I don't have this, I do have a stroboframe 2000. It quckly flips
between the two positions but it can be bumped out of position.
Possibly drilling holes and putting in a removable pin to positively
lock it might be a solution.

You mention cheap and B&H is selling it for $55

Thanks, I'll look into this, but I think I need something pretty
rigid. I'm currently using a Bogen 3045(?) side arm with my tripod
head mounted on it, and it's too wobbly and the pictures come out
blurry. Also, I don't care very much about flipping between one
position and the other. I want to mount the camera at 90 degrees and
take thousands of shots that way without moving the camera. So if the
setup takes an extra minute, I don't mind.

Go you a good hardware store and ask about "tubular steel". They
probably have it and can cut it to size, say 1". Then "rip" it near
two diagonal edges to make an "L". Drill it for the camera and the
tripod. It's a little work but it's cheap.

The Stoboflips won't work since it uses the same piece of metal that
attaches to the camera that will attach to the tripod. There's one model
that will flip, but all the Stoboframe brackets are very flimsy for tripod
use. I use the VH-2000 and it sucks for tripod use since it's made from
0.125" stamped aluminum. Great flash bracket, but that's it.
