I am looking for a photo management system that allows me to tag photos
with different keywords. I should be able to define my own tags rather
then use some standard tags. The tagged pictures MUST include that tag
information in the image file itself as metadata. In addition the tags
should be stored as plain text rather then some IDs representing
different tags. Least but not last I would prefer some open source
program.

As a final note I am using this on a Window system and if there should
be some semi standard for embedding metadata I would prefer a program
complying with this standard.

What you are looking for is probably still in development. F-Spot is out
for linux but in very early version. It is written with .net framework
so getting it to run on windows might be possible but i have not heard
of any porting being done yet.
