While there is no "kit" with the 18-70mm, the cost of buying them at the
same time from a dealer is basically the same as it would be in a kit,
if you make them understand you want to buy them together.
Most dealers will let you negotiate a package price.

I keep seeing this posted, but after using the 17-85 IS and comparing it
to Nikon's 18-70, the Canon lense disappoints for optical quality. I
don't think the 17-85 is worth the price at all.
Here in Canada the Canon 17-85 retails for $800 and sells for about
$700. While the Nikon 18-70 retails for $470 and sells for about $400.
That's almost half the price and it produces better images (sharpness,
contrast) at all equivalent focal lengths and aperture settings down to
about f/11 at the wide end, and f/8 at the long end.
While Canon makes some nice lenses at reasonable prices, the 17-85 is
not one of them. It has IS, which is a definite plus, but it's not worth
$400 extra to me. Perhaps for a compromise and if you don't intend to
buy any other lenses, it would be ok, but still pricey.
I have the 17-40 f/4 L and 70-200 f/4 L so I know a sharp lense from a
mediocre one. I'll also mention that I'm not a pro, but I'm not blinded
by marketing either.

I agree. Perhaps such a lense would have better optics too since it
wouldn't have the IS complicating things. That range is a great walk
