Why doesn't Iran build a facility like Cheyenne Mountain?

Or North Korea? Why do they build out in the flat desert? Can't they
find a big hill or mountain somewhere and tunnel underneath that? I
read once it would take a close 1-5 MT hit CMOC/NORAD to knock it out
of commission, or at least off of the giant springs it sits on.

You are not informed on this issue. The facilities near Shiraz are
indeed inside mountains.

Iran is not primairly desert. Perhaps you are confusing it with Iraq?
