Should GAMMA need to be adjusted?

Hi.. I'm a little bit confused about the GAMMA setting I see in most of
the photo editing programs available. If you go into the options of an
editor or viewer, such as IRFANVIEW and you make an adjustment to the
GAMMA setting does that do something "accross the board" to the
monitor/video card etc... that will affect all programs or does it just
affect IRFANVIEW or whatever program you are using?

The reason I ask is that it seems to be that the brightness of my
images seems to vary quite a bit depending upon which viewer/editor I
am using to view it. Is it supposed to be that way? Do you guys ever
need to play around with the GAMMA settings?

In most cases, it's only for that program. So leave it off, and adjust
your monitor gamma using your video card drivers, or Adobe gamma or any
similar *system-wide* program.

Run two or more programs simultaneously using the same image.
