Are there bandpass filters out there that are selective for all in the
IR range, above 800nm. I seem to mostly see narrow bandpass filters for
around 800-/+50nm.

The Hoya RM90 cuts off about 900 nm. Sorry, I can't find any bandpass
filters in the Kodak Filter Handbook. The 87, 88, etc., are all low pass.

The reason I ask is because of this:

http://www.kaya-optics.com/products/experiments.shtml

I surmise that that is all the $138+$40 S&H filter is doing.

Yes Heliopan has them up to 1000nm.

You can order any Heliopan filter from a camera store.

It is probably possible to accomplish this with a Hoya RM72. More likely
though, you would need an RM90. A camera store can order one in whatever
size you need (and can afford, they are quite expensive).

1.
not all fabrics transmit IR. If a subject of your attention wears
cotton, you may resort to manual removal, camera wouldn't help.

2. Try some very dark/black photo filters. Some security cameras work
in IR and are protected with necessary filters.
3. do not forget to remove filter from a camera. in some cases it
would be impossible, so check beforehand.
4. why spend so much money on a filter, if you can get annual
subscription for fraction of it?

You can get colloidal doped glass filters for IR long pass.
Wratten 87 or RG780 or RG830 would probably work for near IR.
