Suggestions on what is the best ( not the most expensive) portrait
lens for a digitial camera for an amaetur photographer?????

Cheap but good: Canon 50/1.8
Slightly better but more expensive: Canon 50/1.4
Flexible but lacking the killer DOF of the others: Tamron 28-75/2.8
If you like standing back a bit further: Canon 85/1.8
Outrageously expensive: Canon 85/1.2

24-70 f2.8L.
On the subject of zooms, the Tokina 28-70 f2.8 ATX Pro is pretty good, too.
I have the 28-70 f2.6-2.8, and while not as good as the aforementioned
Canon, it is pretty good, and MUCH cheaper.
But in the "bang for the buck," the 50mm f1.8 can't be bested.

The answer depends upon the style of portrait.

full length about 35mm (50mm equivalent in 35mm)
waist up, about 50mm (75mm equivalent in 35mm)
head and shoulders formal portrait, about mm about 65mm (100mm
equivalent)
tight head shot about 100mm (150mm equivalent)

Use of a fairly large shooting aperture like f/3.5 helps to 'isolate'
the subject from distracting background elements.

Some day when I can justify the expense (since I don't do photography
for money any more), I'd like to get the Canon soft-focus lens. With
the 1.6 crop factor of the 10D, it's a bit long but I could deal with
it. I've used soft-focus lenses designed along the same lines before
and the results are great.

Somewhere in the middle ground don't forget the 90mm "macro" lenses if you
want a dual purpose lens, Tamron and Canon both make excellent examples.

Like David said the 50mm f/1.8
(cheapest) and the 50mm f/1.4 (better
bokeh) are great lenses for portraits
and in all lighting.

We do. 90mm f2.8 Tamron Macro. Great lens, but too long for portrait work
in my limited space on a 20D.

I second (or third or fourth) the 50mm 1.8. I'd honestly go with the
1.8 over the 1.4 just for the size. It's _way_ small, incredibly
sharp, and is as close as my dReb gets to 'inconspicuous'. I probably
use this lens more than either of my _much_ more expensive zooms.
