Currently I have a power related issue with my computer. If I turn my
machine off and then try and turn it back on shortly after nothing happens,
I have to turn it off at the wall and wait about 15-20 mins before it will
turn back on. Any time before that it will power up for a second and that is
it.

I am not sure if this is the power supply or the motherboard not
initialising properly. Any thoughts?

Fine. Now let's see what is happening when you power cycle it that
way. Currently your answers are only speculation because no numbers
or real facts have been provided. Get a necessary tool called a 3.5
digit multimeter that is sold even in K-mart, as well as Lowes, Radio
Shack, Sears, Wal-Mart, Home Depot ... etc. Use this $20 tool to
measure voltages on any one of red, orange and yellow wires from power
supply to motherboard.

Now do your test. What do those voltages do when power is removed?
And what does each do as wall switch is again turned on. Also
important is what the green wire does when wall switch is turned on.
And finally what is purple wire voltage during this entire test.

Those numbers would then identify a limited number of suspects.
Currently, your suspect list is approaching maybe 100 different
reasons. Don't just arbitrarily suspect anything. Don't start
disconnecting and connecting anything. Let's see what the computer is
doing. Currently we have little to no idea what the computer is doing
- which is why only wild speculation such as power supply failure is
posted.
