Privileges !!!!??

I have a new diabetic software program.
I read this statement to install it:
" To install this software on computer that running Windows xp, YOU MUST
have local " Administrator
Privileges ".I have no idea about this.
Please can any person guide me what I have to do step by step (about this
administrator Privileges) to install such program??
All I have a user account.
