Looking for a video conferencing system that 'looks' at a screen....

Hello all,

We are looking for a video conferencing system that can be place either
in front of a screen or attached into the video cable, that can give
remote video feedback over the internet, without being installed on any
computer. A user would be controlling the computer. We need it to do
installations and upgrades of operating systems and the like, so it
cannot be installed on the computer itself. It would have to
synchronize with the screen refresh rate automatically so as to reduce
flicker. Maybe it could be attached through the monitor cable between
the computer and the screen?
