My Mobo recently died in my Dell. I replaced it and put the processor
back in (pentium 3 1ghz). I had to get a new case because the pinouts
for the front LEDs were not compatible (way to go dell). So I slapped
all this together and went to power it on and got jack. The only thing
that happens is the front LED turns on and the system fans twitch.
There's a 300w PS in it. I only connect the essential pieces of
hardware to the system and same result. If someone can please help me,
I'd be most appreciative. Thanks in advance!

Have you checked the CMOS jumper ?
some manufacturers (I don't know whether dell is one f them or not) use
non standard PSU's

There are a couple of things that I have seen that will prevent your
system from booting. Some are stupid but even experts make mistakes.

Is the motherboard installed correctly?

Are any of the case standoffs (mounting hardware) shorting out the
motherboard? (I saw a guy forget to remove one of his and it shorted
out his motherboard and ram and he taught computer maintenance)

Is the motherboard wiring installed correctly?

Is the ram compatiable, a person brought in ddr ram last week from a
compaq (yeah, same company) and it was shorter than normal ddr ram.
It would not work in a normal motherboard.

Is the video card seated correctly?

Are there any bent pins on the processor?

the mobo is set to normal/default use, so it's not cmos. and i
switched out the PSU.... :-/

Processor is flawless. Everything is seated properly (checked that a
lot of times.). The RAM is most definitely compatible. Now... the
shorting out... I'd like to think I know a decent amount about
computers. What exactly causes a board to short? Thanks

Mostly folks building their own systems and not pulling standoffs from
the case plate that are not needed. Or, many people dont realize that
modern pcs are always ON so they go and play and short out their
systems.

well the power is always unplugged when i work on it, with anti-stat
strap. There are only six holes in the mobo plate, slightly raised off
the plate. and six holes on the mobo. everything lines up and theres
nothing left over. so i'm not sure how i'm shorting out the board....
could be a possible bad PSU?
