In WMV format, and thus not viewable with free software

Um, http://www.videolan.org/vlc/features.html

Or any other ffmpeg based player for that matter. There is a chance
that it is encoded in a wmv format which ffmpeg won't deal with(newer
ones), but not a very big one considering that the nasa site lists
Windows Media Player 4.0 as a minimum requirement, and that isn't,
shall we say, modern.
