I am looking for the information of HAIPE(High Assurance Internet
Protocol Encryptor) on the internet.
We found there are some HAIPE products (CISCO,General Dynamics etc)
and some research project.

I have read the explanation on the wikipedia.
But I can't understand what HAIPE is.

I would like to know....

1) Is the HAIPE a technology or standard?
2)What is the difference between VPN and HAIPE ?
3) What is the advantage of HAIPE ?
