Use WizardSteps -- at least two: CreateUserWizardStep and
CompleteWizardStep.
From the smart-tag, select "Convert to Custom Navigation Step". Look into
the ASPX-source.
You should be able to customize the "<asp:Button ID="StepNextButton" ..." on
your own now.
