IWAM account on Windows 2000

To call LogonUser successfully on a Windows 2000 environment I have to grant
the IWAM_<hostname> account the Act as part of the operating system rights.
(as mentioned in this KB article -
http://support.microsoft.com/default.aspx/kb/248187) I don't have to do this
on Windos 2003 and XP. Is this an acceptable security woraround? What are its
other implications?
