In most cases you do not run a wizard, you insert first the USB card in, the computer would detect a new USB card and would ask for the Drivers, you choose to install from a specific address and you maneuver or the menus to place were the Drivers reside in. Some devices want you to run first a program that installs the drivers and or other related utility, in such a case, if the installation was done correctly (may be a reboot is needed) the computer would detected the drivers by itself. However from your description it seems like you are running Windows utility that can store the existing Wireless information on a USB Flash drive in order to use it elsewhere. It is Not the proper thing to run for new Wireless Card installation. Jack (MVP-Networking).
