activate a browser window in Perl

I'd like to be able to do the following:

Given to urls (as www.example.com/1, www.example.com/2) To load both in
the default browser, then promote the window to topmost, wait a number
of seconds, then promote the other to topmost. Can someone advise on
where to start with this?
